Amendment #1: TWSC-24: Create Proposal Function Disabled Until Further Notice
Amendment Announcement Date: February 4, 2025
On the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES), the Science Mission Directorate (SMD) has suspended the start-a-proposal or “create” button (function) for proposals to the Notice of Funding Opportunity (NOFO) called (short title): “Topical Workshops, Symposiums, and Conferences, or TWSC.
The TWSC NOFO, number NNH24ZDA002N, requires major updates. For example on October 1, 2024, the NASA Office of Procurement (OP) released new materials that responded to the Office of Management and Budget’s (OMB) Title 2 of the 2024 Code of Federal Regulations (2 CFR) “Federal Financial Assistance”. Specifically, TWSC-24 should, but does not cite the most current versions of these documents:
TWSC also must add these new NASA’s Disclosure requirements and templates
- Bio Sketch Form
- Current and Pending Support (CPS) Form
- NASA Pre-Award and Post-Award Disclosure Requirements
Additionally, in January 2025 NASA’s OP established a new webpage called “Global Contractor & Grantee Community Memos and President Executive Order Guidance” at https://www.nasa.gov/nasa-global-contractor-and-grantee-community-memos/ that TWSC should reference. Given these and other on-going changes, the timeframe for when TWSC will reopen for new proposal creation cannot be predicted.

SMD recommends that proposers with an unsubmitted TWSC proposal ensure 1) all required NASA templates are included and 2) that the proposal conforms to the most recent NASA OP Community Memos and President Executive Order Guidance before final NSPIRES submission.
