For SSS, which incorporates many previously disparate programs (e.g., MDAP, SSW, DDAP, PDART) this would seem to seriously limit opportunities that previously would have existed to apply to multiple programs within one ROSES cycle.

No funding is provided for the Venus Technology project and funding is reduced for peer-reviewed science” for Venus science. Are Venus science proposals that align with SMD goals still welcome and likely to get funded?

18 Upvotes: The massive cut in R&A funding (estimates are ~80% for ‘SSS’ programs, compared to 50% cut in PBR for NASA science) is completely inconsistent with the Decadal Survey rec of increasing the fraction of the PSD budget allocated to R&A. Does this mean NASA is no longer interested in following the DS and if so, what is the incentive for the community to participate in future surveys?

16 Upvotes: Regarding the question above about multiple SSS submissions that begins: “ROSES SoS-10 states that a PI may only submit 1 proposal per cycle to a given program element…” it references this specific line in ROSES 25 (page SoS-10): “The first limitation on submission bars multiple proposals by a PI to a given program element.” However that same line was also in ROSES 24 (page SoS-8). And of course in ROSES 24 proposers were not prohibited from submitting more than one proposal to most individual elements (e.g., SSW). So is it correct to conclude that the above line is NOT a general prohibition that applies to all program elements, but only to those that specifically prohibit multiple submissions in their individual call (e.g., B.2)?
